Simply because we don't _have_ to have every single leader that made an 
impact on history in Freeciv. The Russian leader list already has a 
respectable number of names. In any case I believe it was Egor's choice 
not to include any 20th century leaders.

Russia reappeared as a nominally Russian nation-state. IMO having a 
Soviet nation is not an attempt to "white wash" Russian history, but 
simply to allow playing with Soviet city list and flag.
