It's not unusual that a nation is in essence pre-modern but still
flagged as Modern as well, since it is presently in existence as an
independent nation. Good examples are Mongol or Mali nations.

The server won't start if there are duplicate identical names in leader
lists. The (ugly) solution is to use different spellings of one person's
name.
