Ask Egor - it's his creation! :-)

Soviet nation is currently set to conflict with the Russians and all
other former member republics we have in the game - for obvious reasons
- so there would be no risk of having two Stalins at game start.

However, we might be seeing Joseff Stalin revolt against Josef Stalin
since Soviet is Russia's only civil war nation..... But then again, we
could just pretend that it's his evil clone that's gone berserk.
