And Lenin, and Gorbachov too (but I dislike the idea of adding latter to rulers
list.)

We have (had?) policy on cities that their names should not intercross.
I don't know a thing, but I thought that leader names shouldn't intercross
either. Is this question open?
If we allow duplicating, I have nothing against Stalin to be in russian.ruleset.
If we disallow this, I vote for Stalin to be in soviet.ruleset.
