I don't know how this is currently resolved with nations. I think there are
pairs of nations that can't (or shouldn't) be chosen together in the same
game. Just do this with ruler names. The first one who picks Stalin gets
him. Alternatively, maybe better (because of the city names) you can forbid
to have soviet and russian in the same game.

Russian and Soviet don't share any cities - how did you do this, Daniel? ;)

For Karl der Große and Charlemagne, I don't think it is a problem to have
them both in a game - until we introduce translated/transscripted ruler
names.
