I think the point that Sam Steingold makes is this:
FreeCiv allows you to change one type of terrain into
another (provided you have the required tech.), so why
noy allow the creation / removal of rivers?

Creating or damming a river would have to be very
expensive, or have negative sight-effects, for
gameplay's sake.

I don't think canals should have any other gameplay
effect. Oil tankers and barges are not modelled by
FreeCiv, in the same way that a lot of
commercial/social activities are not modelled. It is
of no concern to the player that citizens build small
canals to transport their turnips, so to speak, or
sail to distant island to hold a picknick. Similarly,
civil oil transport is not modelled.

ON a side note, does global warming affect rivers? Can
rivers dry out? Perhaps they should. Because FreeCiv
works with integers (Sam also pointed this out) it
cannot describe river depth, the drying out of rivers
would be a yes/no event. Anyone have any ideas on this
one?
