Another approach would be to create a new Flag 'Riverine'
which allows these (Sea) units to traverse Rivers & canals.

Though, canals like the Suez and Panama allow passage for
standard ocean going ships, not sure if an Aircraft carrier
would fit.

The Suez and Panama canals are real and very important strategically,
i think freeciv should be able to model them on the big world map.
Strings of cities is and ugly kludge, and i never play with
city_mindist = 1.

People seem to be discussing 2 different sorts of canals, the
small river equivalent & the huge strategic engineering project.
