It seems that the kind of canal Sam Steingold proposed
would be an artificial river, with all the benefits of
a river and nothing more.

The Panama/Suez canal are not canals in the same way
as the 1000s of canals that people have built all over
the planet, and perhaps they would be better
represented by Ocean squares. This means that in order
to get a Suez-like canal you'd change some land tiles
to Ocean tiles.

In this way, you avoid the recurring question of "why
can't we have river boats in FreeCiv?" while allowing
you to cut through a continent.
