The ideas about letting you see all non-transported, non-stealthed units 
in the stack seem the simplest.

The tortoise is kindof a historic special, which probably isn't very 
generalisable to all defender-type units. It could be given as a special 
to the Legion specifically, representing not only the tortoise tactic but 
also things such as their high level of training allowing them to 
maybe assemble and disassemble catapults and such faster than normal folk 
could. Maybe a special ability to conceal one other unit when stacked (a 
flag in ruleset)? But that'd be an added complication/feature once the 
basic functionality is in place.

Diplomats, or at least Spies, maybe should have the ability to 
blend in with other units. James Bond did it lots of times, but Retief was 
quite an exception as far as his diplomatic corps went so maybe only 
spies. (Maybe Retief was a Spy in a world/corp of Diplomats...)
