Can you send the unit with the best attack instead?

why not best defence or fastes...
If you want have such functionality you must make "sort" of stack and this may take time.
I still think that simple solutions are the best.

I like that.

Problem with Spy attack is that you must know that there are (in tile) enemy units. Then we can add new spy functionality: "investigate enemy army" - you can see enemy stack.
or
server send additional info that there are enemy units.
