Stealth is Stealth, it is not a built-in part of anything else, it is its 
own thing that a unit can be given in a ruleset. So whether diplomats or 
spies or Jedi or Jedi Knights or Mages or Sorcerors or Spectres or whoever 
or whatever has it or not is simply a ruleset thing not a fundamental. If 
you don't like the choices a ruleset has made about which units have it, 
just make a variant ruleset and give it to whichever units you want to.

I am fairly sure this works because I did give it to my Jedi in my Proxima 
Centauri scenario and it seemed to be working there.
