Moving a queen in chess 7 tiles in 0.1 seconds isn't realistic too. I
don't want to slow down the game with rules like that. I think do all in
the server which could be a cheat. (autoattack, autodipls)

One way to prevent fast units is to stop the unit at a certain
point, pop up a message window with "have you seen that unit" let the
player move some units near that unit and after that continue the move
of the unit. (Would be really chesslike, 1 unit A then 1 unit B)

Another way could be starting to make freeciv more like command and
conquer. All units move the hole time small steps ...
