There are many things in a city which can be changed. So you have only
the state at a certain time. But 
worklist, taxrate, used tiles, production, number of shields, units can
be changed.

Nur weil das Aufzeichnen, Kopieren und Schnüffeln bei elektronischem 
Datenverkehr leichter als bei der klassischen Post ist, darf man es nicht
