I do agree that this is a possible solution.
But we need to be sure what 'good' and 'bad' means.

And, moreover, if we can code this solution in a simple way.

(If I got Mike right, you solution will mean adopting client view for
good effects and server view for bad effects)

Some possible scenarios:

In the event we have a 'Neutron Bomb' unit, that kill half people of the
continent. This is clearly a 'good' effect for the attacker, but he
don't know the whole continent...
Nevertheless I think that the 'Neutron Bomb' should do the job anyway...

Per's Castle Dread (every other nation city in the same continent suffer
2 unhappy) will work only if you know were the Dread Castle is.
Per nation knows where other nation in the continent are, then those
cities are effected by the Dread castle (right?).
But clearly the other player can ignore were the Dread Castle is, and
they suffer from penalty ...
(OK, this can be considered 'bad' effects are applied to real continent)

But then, what happens if Dread Castle owner, don't know were other
nation cities are?
It is its 'good' that prevail or the 'bad' of the other nation?
