Misunderstanding. Think of it instead as

"for every city there is an owner N"
"for every effect there is an owner O"

"for every city on island the effect applies iff N is aware of the city
containing the effect"

and

"for every city on island the effect applies iff O is aware of the city
containing the effect"

The difference is _who_ is aware that a given city falls under the
"domain" of an effect.
