Actually, there should be no such thing as "ai cheats"...
Instead there should be a set of handicaps that you can give any
player...

A civbot is simply a player to the server... A player that might require
some handicaps or it will fail but these request certainly should be
very visible if at all allowed in a running game... Pre-game ai-players
might be able to have requests for handicaps granted automatically...
