Ooops, I forgot to say (or said it long time ago), that I think it should
go into rulesets, because it strongly affects gameplay and would be needed
by SMAC/Colonisation modes (if included).

This thread is going nowhere, I think :-) You vote for server option, I
vote for rule and it won't change, I think :-).
