I don't think so (to implement it as a server option) because it strongly
affects gameplay. This makes attack much more easier, you don't need to
defense your attacking forces with strong defenders, which makes them
obsolete. Civilisation was made with killstack in mind.

You still need defenders, so that you can move in a slow, defense-weak attacker without having it be destroyed (or at least not be destroyed as easily) before it can attack. Using another attack unit as a sacrificial defender because its destruction won't kill the other units is IMHO a bad idea even if you could do it, since the attacker will almost certainly survive, and if you're next to a city with a lot of units you can still lose everything in one turn.

But my thought on killstack is that it's kind of a tradeoff: if you stack units, you can use strong defenders to protect more vulnerable units and you can be safe from unit bribing, but in return you run the risk that you'll lose all of the units in one attack.
