I strongly think this feature must be implemented as a server option. Other
way, you must have access to the data files, which not always will happen (for
example, if you are playing over the network using the traditional metaservers).
Even if you had access to such files, if you want to change this option you
had to edit the ruleset (not practical) or have an extra copy of rulesets which
differs from original in just one option, and, to load such rulesets, you have
to change a server option anyway.
