It's a civ1 and civ2 rule. Rules should be put in ruleset.
This option (rule) will help the AI which often loses stacks of units.
Another point, with this rule (option), fortress are useless and it would
better to disallow their use. A problem I see is that we will have big
stacks of units fighting big stacks of units. In the current version,
usually, we can know what we are fighting. With a stack only the unit of
the top is visible. It will be very hard to get rid of a stack of units
on a mountain or a hill.
