You still have to pay the 50 shield cost of the
initial caravan, and overcome the distance minimum for
domestic cities.

There's also a basic imbalance here: a size 21 city
with no specialists should get less trade route trade
than a size 35 city with 21 citizens and 14
gold-specialists
