That's the problem we're trying to solve, isn't it? 
Size 32 in't possible till quite late, but the reason
big cities don't happen earlier is people would rahter
have 10 size 2 cities than 1 size 20 city.

Size 8 is possible at the very start of the game, size
12 is possible my the early-middle ancient times, with
construction.   Size 18-24 is possible in midieval
times, with sanitation+banking.

I've found that under some game conditions in 2.0,
largepox is perfectly viable.  Basically, it requires
that you be on an island, restrict yourself to a few
defensible cities, and be able to exchange caravans
and technologies with some of the other human players.
