MMM. 
tile scale is not well defined, this is because freeciv is a model more
than a exact simulation, then scales are not exact sense.
[sample:
In physical model of gaze using automate on lattice. a single atom work
as 20-500 of reals atoms. this is a difficult with simplified  models.
but if we use these model is because it reach real physical evolution in
a simplified way.
then scale as to be define in a very elastic way

If see the french territory you will be difficult to find a swamp, but
french territory was a big number of swamp, this is a big terraforming,
forest in Amazone is terraforming day after day, and soon we be with a
big dessert if not care! 
Holand as get land from sea, japan as raised mountains, sorry big
terraforming exist, but not so big. this can be done in a simplified way
allowing terraforming in game but limiting it to avoid some extreme
derive .

To join continent it is best to use naval unit, this is more funny, or
some land improvement as a breech, more easy to be destroyed by the
enemy.

In freeciv fun is to win with the rules of a model of the world and
civilizations. has realistic as possible and as fun as possible.
