I'm also a bit hesitating why you want this? Is the stability of continental
structure that important? It can be fun to connect two small islands. That
restriction seems to be artificial and is not transparent to the player and
hard to implement (you can make one land tile, but the second one that gives
the connection is forbidden?!).
