that is only partially ok for my point of view,

this is player can convert one tile from ocean to land then hi can't
convert it  to ocean!, i am thinking in a symmetric model land-ocean, my
rules has to be symmetric.

The rules i propose are more abtract maybe but are more free than a
level 6 requirement and full symmetric.

About small isle I was choice to less than 8 tiles. this is, a size
where never can be a ocean inside. (in small maps it can be choice
smaller)
