Ok, I made two different versions of this patch.

The first, no_free_city_center-increase_tile_food.diff, basically
increases the food produced on all grassland and plains type tiles by
one, and increases the anarchy/despotism cap for food per tile up to
three before penalty.

The second, no_free_city_center-bonus_center_food.diff, makes the center
produce a bonus of one food in the city center instead of a minimum of
four, making placement more important.  However, I didn't force that
worker to work that tile, since I'd like to keep the option of making
all citizens in a city into specialists, if a player wishes it. :) It's
also a lot easier to place a city on a bad tile, making it not grow at all.

I also took the liberty of making the foodbox follow the civ 3
progression in both patches just for testing purposes.
