I tweaked this patch a bit more.  With city center disabled and minimum
city center food set to default, savegames match.

Changes:
- altered all references to MAX_FIELDS_USED in cm.c by removing "+ 1". 
This fixes loading saves.
- re-enabled minimum city center production values from ruleset.
- Set minimum city center food production to 4, and removed extra two food.

Issues:
- This patch removes the "magic" two food, and pretty much forces the
city to work the center tile if the city is to grow.
