Why is this bad?  Yes, it's an ugly hack, but it works.  Raising terrain
food production is simply too disruptive.

BTW, this option is meant to be used with the worker patch (#5437). 
IMO, the cost of settler should be higher, maybe 60-80.  And the worker
unit should not require any tech, as the original settler doesn't.  Or
one or two free workers should be available from the start, like the
explorer.
