In regards to building an improvement for units, I do understand that
obsoleting Barracks just when you research a certain technology makes
Barracks appear as useless.
I would think that Barracks in a geographic region should allow
cities(villages/towns) in that region to build units, but more Barracks
allowing veteran statuses in that region; It makes sense for close areas
to share resources with eachother.
