I'm also making up my mind against this.

You want to remove the current behaviour, which is ok for me, for technical
reasons? So just implement a similar thing independent from AI code,
client side or server side, as you like it.

Finishing unit --> continue building the same unit
Having Capitalization --> keep it
finished building --> switch to the next reasonable one

This feature is for unexperienced players, or when you have not enough
time to change it. Switching to capitalization (coinage) is bad, because
if you forget (or don't have time) to change it in that turn, you loose 
lot of shields. Changing the building costs nothing.

Having a default worklist, is also a good thing, but no solution for the
above. When the default worklist is exhausted, you have the same problem
again (except if the default worklist is very bulky ...)

A default worklist as an _additional_ feature could give you:

  - setting the start production of a new city
  - save you a lot of work
  - you can still have coinage as the last item, _if_ you really want it.

BTW: What I miss most with worklists, is the ability to enable it within
the city report.
