Using a simple client side script / xml config (whatever) or some hooks in
client/control.c  and some dialog popups should  be adequate for tutorials.

Alternatively we can have Adviser agents.
If enabled they generate messages in the message windows. (This would be a nice
feature for an "Easy" game setting).
