From this 'what' I'm inclined to see this as a bug.  Does anyone know
how it works in Civ I?

I can't answer concerning Civ 1, but I have noticed a certain amount of discussion concerning corruption and have not seen any formulas. For anyone it might interest, the Civ 2 formulas for determining a city's corruption and waste were published in "Sid Meier's Civilization II - The Official Strategy Guide", page 105.
