I don't think ICS like someting to shoot down. In real world nothing prevents 
some kind of mad ruler (like Hitler, for instance) to have a strategy like 
that. Build a large empire is great yet very, very difficult. Maybe not to 
build, but maintaining it is!

If you spent sometime reading an early post of mine about the Portuguese 
Expansion you know what I mean.

I agree with Aliaga. Not preventing ICS to happen but make it difficult. Thus, 
the solution is not limiting the number of cities, but making vast areas of the 
empire easier to fall, by independece rebbelions if they're not so well 
defended or if they're far away from the decision centers.

If you have the military power to shut down the revolts or other means like if 
you have some kind of regime that can do the trick, you still can have your ICS.

Always having in mind that it will cost money and human lives and make the 
public opinion of your homeland restless. No one like to have his/her son, or 
other relative, dieing for a "not-noble" cause, even if you think that dieing 
for your country is the most honorable way to die.
