Yes, thats how civ I and civ II has done it .. so if we realy wanted to
follow the rules tigthly, then we should make it like that. Luckily
Freeciv is an improvement over civ I and civ II where we only take the
good things and leave the bad things behind, and that is what I would do
in this case. Avoid prejudices and the creation of stereotypes.
