More units are created by PayCiv. 3-4 units on boats, which can be
triremes or sailboats. One unit is generally or always a diplomat. This
unit will be bodyguarded by a military unit as much as possible. Capturing
this diplomat (attacking it alone, while unguarded) gives you a reward of
100 gold pieces. The boat generally disappears after discharging crew.
I don't think I've ever followed it closely with a ship of my own.
Barbarian units in general will dissipate after ~10 turns if they are not
in any visible map section, or are quite far from a city.
Bribing barbarian units is always done at the lowest cost. (25
gold for Warriors, 41 for Legions, etc. This is presumably because they
have no home city, and thus are always "farthest" away from it.)
Someone with a copy of CivNet or CivII Gold should still produce a
list of distance/bribe costs for reference. We can discuss what equations
we wish to use later. Civ1 had a ratio of 5:1 -- warriors cost 125 gold to
bribe immediately outside their home city, but 25 at maximum range, which I
seem to recall being 8 squares.

Huts can create a *LOT* of barbarians, of quite sophisticated
military types. Initially, it's 3-4 warriors/Phalanx/Legions, but I think
I've seen all the way up to Knights before. At later stages, up to 6-7
barbarian units can be created. They get quite numerous.
I've never played Civ2 on the "Raging Hordes" barbarian setting.
There may be even more to be scared of there than I've seen already.

No barbarians are ever created within 5 spaces of a city, on land
or on sea. Barbarians are created around and attack cities with wonders
and cities on the Top 5 cities list with preference.
