Hehe... For now, I quickly sketched a pirate flag for my "private"
civ2-like flag set. I could probably sketch one for the normal flag
set, too, or some people from .ch will get upset (they're race #14).

I think they shouldn't build cities. If they did, they wouldn't be
different, abd also they don't in PayCiv.

I think a hack that the first few huts don't contain barbarians would
be better; it seems unreasonable that barbarians don't attack
explorers, and it would require additional coding :)
