In my patch, they get units in three ways:

- a ship with 2 units is created on the sea. It gets recreated when
  destroyed or when it has released the crew.

- From a hut (probability 1/12).

- Uprisings: in areas known to a player where no cities are near,
  units pop up randomly. If someone knows the criterion from CivII
  better, please tell me.
