Yesterday I tried out "extreme ICS" (building as many cities as
possible, packed as close as possible) in a one-continent solitaire,
and pretty soon I was able to steamroll over any (hard) AI
civilization with ease.  No challenge at all, it seem impossible not
to win with this strategy.  I shudder at the idea of an AI using ICS
:-(

Definitely; has anybody tried out making universities, factories
etc. much more effective?  E.g., library+university = 4x science,
factory = 4x production
