Any change in the food unit concept, should include this aspect as well.

The system rewards a player for having a large population with many small 
cities. Science is greately enhanced by this. I don't believe this can be 
accurate, esp. pre 19th century.

It wasn't Newcastle that advanced science, it was London; Paris not Toulouse. 
Before the concept of an efficient communications sytem (postal, telephone, 
internet), there could not be a co-ordinated effort w/regards to science.
