Terrain and terrain specials. Maybe too some particular kind of settler unit, or at least a penchant for using the units in a certain way...


Why others didnt also field Legions is a bit mysterious
though unless maybe the Carthaginians or some other infamous enemy of Rome
may have done so?

Carthaginians and Greeks had their own variants of the same theme. In fact all of them sent people to study each other's tactics and ways, and of course the mercenaries and minor allies of each one could use the tactics of their tribe of origin. A very merry lot, all in all :-)
