A "The Horde" Wonder, maybe? It could for example allow a Despotism to
generate population during rapture the way that a Republic can.

Also in quite a few miniatures-based wargames it is not only Horse-Archers
who can "split move and fire" (move half their movement, fire, and move
the remainder, for example to get back out of range of enemy archers they
just fired upon). Elven archers can do the same. If they can do it and
Mongols can do it maybe its a Tech?
