I thought about this and all info needed is actually available...
Number of turns will be 0 if and only if the city cannot grow because it
lacks some improvement... I don't think putting "never" here would be
right though (since it's really "when requirements met")
So, what to put there instead?

Some alternatives:

Change in:  (1 turn)   - add parenthesis
Change in:  require
Change in:  unable
