the above is a very reasonable project

at this stage you should probably also add fortress_vision variable to
the rulesets.

this is a way too complicated and not terribly reasonable.  cut out the
fighting for (almost) empty fortress.  the last to visit owns the
fortress and that's it.  However if players are allied, the ownership
shouldn't change.
