Hm... have you noticed how CTP2 works. At a first glance I was *irritated* that
there are no way to customize where workers are placed within the city radius -
however this actually works quite well because of the "client side AI" placing
the workers. I'd love to test this as a server option togheter with some simple
forms of client side AI (ie, choose to maximize food/shields or trade) and
perhaps even with the "public works" rules. This would probably make freeciv a
quite different game so of course they shouldn't be the default settings...

The advantage of doing this is that it speeds up gameplay *lots* and still is a
"SimCiv" game rather than "WarCiv"....
