Then I would suggest that we only names which aren't in the nation
city list more strictly. Extra checks could be:
 - min length of 3
 - no leading or trailing whitespace
 - only printable chars (this may even be more stringent by only
 allowing chars in the range ' '+1 .. 0x7f)
