New mock-up:

Yellow stars show number of units it your own cities and those of your 
allies. Enemy city show larger star for unit present, and none if no 
unit present.

Some other ideas that came up:
* Possibility to show other info shown like food prod, shields, trade/
gold happiness etc..
* This could be configured using a drag&drop interface where the 
different "pieces" could be dropped into available slots. To remove, 
just drag it outside the slots.

(the screenshot shows the city flag and city size outside the box, these 
would of course not be shown together with the "city bar")
