Seems like a bad design to split them.

Same thing they do now: turns-to-build and turns-to-grow.

I think that symbolizes production (as the wheat icon symbolizes growth).

Yeah.

The current mockup doesn't have any additional information compared to 
what's there now, except for the multiple-stars choice (currently there 
is just a single "occupied" flag).
