Ok here's the same three city popup screens converted to full screen
again.  The city list is back though not as tall as it was to conserve
horizontal space.

We now have a lot of space that can be made available on the Overview
page, though unfortunately not enough to fit the happiness display
adequately.  I could shift the settings page there but I'm thinking it
might be best to just leave that space available for possible future
features.

No texture/colour changes yet sorry.
