I think it would be possible; however, it would not be able to be done 
right, without making a new ferry unit as compared to an actual boat used 
to transport units.

If transportable units should be hidden, I would think that defense 
(ship)units within the site of a city should be hidden also.  However, On 
this regards, I would think a unit should at least see that a unit is 
present in vision excess of their normal range as compared to only seeing 
so far: Unit complete vision being x, and Unit seeing possible unit vision 
being x+y.  It would make sense to apply the towervision features to this 
extra vision.
