newborders-20030616.patch is now available at http://freecivac.sf.net.
Changes from previous version:

- Documentation (doc/README.borders-patch) updates.
- Relevant menus in the GTK and GTK2 clients are now disabled if
  game.borders == 0.
- Tile ownership is now shown in the GTK2 client on a middle mouse
  button click.
- Clients are now only sent ownership information for seen tiles, or for
  fogged tiles that they own, they have just lost ownership of, or are
  directly adjacent to tiles they do own. Thus, you know your own
  borders exactly but have limited information on those of other
  players. Each player's idea of tile ownership is thus stored in the
  player map and written to the savefile.

The code is also part of the latest FreecivAC CVS.
